We identify the opportunity, assemble the estimate, furnish the bond, and sign as prime contractor or construction manager. The customer has one contract, one point of accountability, and one invoice.
The right division is assigned
Scope is broken out across the five trade divisions. Where a division is staffed by an owner-operated partner company, that company brings its own crews, trucks, licenses, and trade reputation.
Badger runs the job; the trades run the work
Our project manager, superintendent, and SSHO handle scheduling, safety, submittals, inspections, and documentation. Partner crews focus entirely on installing the work correctly.
One team, expanding scope
Because five trades sit under one contract, a roof replacement can pick up the rooftop unit, the electrical disconnect, the interior repairs, and the grounds restoration — without the customer bidding four more contracts.

Estimating & bid assembly
Takeoff, pricing, subcontractor and supplier quotes, unit-price book pricing, and full bid packages — including SF-1442 submissions, bid bonds, and representations and certifications.
Project management
Submittals, RFIs, schedule, procurement, change orders, and the daily paperwork trail an owner or contracting officer expects to see.
Superintendent & field supervision
On-site coordination between trades, quality control inspections, daily reports, and the three-phase control process used on federal work.
SSHO & site safety
Site Safety and Health Officer coverage, Accident Prevention Plans, Activity Hazard Analyses, and safety documentation built to EM 385-1-1 expectations on USACE projects.
Bonding, insurance & compliance
Bid, performance, and payment bonds, certificates of insurance, certified payroll under Davis-Bacon, and wage determination posting.
Bookkeeping & invoicing
Job costing, pay applications, lien waivers, retainage tracking, and collections — so partner crews are paid without chasing paperwork.
Lead generation & bid pipeline
Solicitation monitoring, sources-sought and RFI responses, capability statement distribution, and relationship work with contracting offices and primes.
Back office & administration
Registrations, certifications, prequalification packages, licensing renewals, and the recordkeeping that keeps a small contractor award-eligible.
