The roof leaks over a classroom, the money is in a different fiscal year, the work has to happen during a break, and the purchasing process has to survive an audit. We plan school and public agency roofing around those constraints rather than around our own schedule.

The Oklahoma Purchasing System (TOPS)

TOPS is a cooperative purchasing program organized under the Oklahoma Interlocal Cooperation Act. It lets member schools, cities, and counties buy construction-related materials and services through a contract that has already been competitively solicited by a lead agency, instead of running a duplicate solicitation of their own (tops-usa.org).

For a district that means the procurement work is already done and documented, which shortens the runway between the board approving a project and a crew being on the roof — a real advantage when the work has to land inside a summer break.

Badger is a TOPS assignee

Badger Construction Services is a TOPS assignee — assignee #154673803. That means a TOPS member district, city, or county can contract our roofing and construction work through the cooperative rather than running its own solicitation. Reference that number on your purchase order or requisition and your purchasing office has what it needs. TOPS is a public-sector purchasing route — schools, career techs, cities, counties, and other member entities. Private commercial owners contract with us directly. If your entity is not a TOPS member, the routes listed alongside are all still available.

Certified payroll & prevailing wage

Where a project is federally funded or otherwise carries a wage determination, Badger runs certified payroll in-house. That obligation is a common reason small roofers cannot take public work, and it is exactly the back-office load the parent company carries for the family.

Summer and break scheduling

Reroofs planned against the district calendar with a hard finish date before students return, daily tie-ins so no area is left open overnight, and weather contingency built into the schedule rather than discovered in July.

Separation from students

Fenced and signed staging and dumpster areas, controlled crane and hoist zones, protected pedestrian routes, and no material handling over occupied circulation paths during school hours.

Background checks

Crew background screening to your district requirement, badged and logged site access, and a single named superintendent who is accountable to your facilities director.

Odor, noise & fumes

Low-odor and self-adhered assemblies specified where classrooms or daycare spaces stay occupied, exhaust and fresh-air intakes identified and protected, and loud work scheduled against the bell schedule.

Asbestos in older assemblies

Older buildings can contain asbestos in roofing felts and mastics. Sampling and a proper abatement plan happen before demolition, not after a crew has already disturbed it.

Documentation for the file

Photographs, daily reports, submittals, and a closeout package with the executed warranty — the record your business office needs when an auditor or a bond oversight committee asks.

District-wide roof planning

Most districts do not need a roof. They need to know which roof.

A typical district has six to twenty roof areas of different ages, assemblies, and conditions, and a maintenance budget that will not cover all of them. We assess every roof area, report remaining service life on each, and rank them — so the money goes to the roof that will cost the most if it is ignored, and a bond proposal gets built on documented condition rather than on which building complained loudest.
