Past Performance
Past performance is the single heaviest factor in federal source selection. We are building ours deliberately — starting with task orders and subcontracts sized to our bonding capacity, and documenting every one to CPARS standard.
Badger Construction Services is a young prime. Our federal past performance record is being built now, and we are not going to pad it. What we bring today is the accumulated commercial and institutional field experience of the owner-operated companies in the Badger family, a bonding program sized to $1,000,000 per project, and a management layer built specifically for federal documentation requirements.
Where a requirement exceeds our current bonding or performance history, we pursue it as a trade subcontractor to a prime, which builds the record the right way. We would rather tell a contracting officer that plainly than get found out in a responsibility determination.
Project profiles
Note for the owner — read before publishing: the six cards below are templates showing the format, not completed projects. Replace each with a real job: owner or agency, contract or task order number, location, dollar value, period of performance, and a reference name and phone. Until then this section should either be filled in or removed, because a contracting officer will ask for contract numbers.
How we document
Condition survey with photographs, moisture readings or core cuts where applicable, and a written finding — including when the honest answer is repair instead of replacement.
Daily reports, three-phase quality control, submittal and RFI logs, AHAs by activity, and photo documentation at each concealed condition.
As-built markups, warranty registration and manufacturer inspection, O&M data, final certified payroll, and a closeout package assembled in one place.
Experience Modification Rate on carrier letterhead, OSHA 300 logs, and disclosure of any serious, repeat, or willful findings — furnished on request for responsibility determinations.
Weekly certified payroll with signed statements of compliance, wage determination posted at the site, and records retained three years.
Owner and agency points of contact furnished with each proposal, matched to scope and dollar value so the reference is actually relevant to the requirement.
